But with approval from the PMO, it was renamed as the Prime Minister’s Fellowship Scheme for Doctoral Research.

The scheme was formally launched at the AICTE-CII University-Industry Congress & Global Higher Education Summit held in New Delhi.

Who Runs the Scheme?

This scheme is managed by two main organisations:

• Anusandhan National Research Foundation (ANRF) – This is a government organisation under the Department of Science and Technology (DST), Government of India. ANRF was formed through the ANRF Act, 2023, and has taken over the work of the earlier Science and Engineering Research Board (SERB).
• Confederation of Indian Industry (CII) – This is a leading industry body that represents the private sector.
• PMRF- Prime Minister's Research Fellowship- This is run by the government completely.

Together, ANRF and CII work to select the right students, match them with companies, and monitor their research work.

What Do Students Get?

• The average government scholarship for a PhD student (like JRF/SRF) is about Rs. 25,000 to Rs. 30,000 per month, including house rent allowance (HRA).
• Under this scheme, students get double the amount – up to Rs. 1,00,000 per month.
• Half of this amount is paid by the government through ANRF.
• The other half is paid by a partner company, which also helps the student with their research.

This amount is much higher than what students usually receive and allows them to focus on high-quality research without worrying about finances.

• Every year, up to 100 new fellowships are offered.
• Since the first batch in 2013, more than 350 students have received this fellowship.

Who Can Apply?

To be eligible for this scheme:

• You must be enrolled in a full-time PhD program in India.
• Your research topic must be industry-relevant.
• You can apply anytime within 14 months of starting your PhD.

This scheme is open-ended, meaning there is no fixed deadline. You can apply anytime after registering for your PhD.

Important Conditions

If you are selected for the PM Fellowship:

• You cannot receive any other scholarship or salary from any other source.
• You must work closely with the partner company on your research.
• The duration of the fellowship is 4 years.

This ensures that you stay fully focused on the research project and deliver good results.

What is the Role of the Partner Company?

The private company that partners with the student plays a very important role. It:

• Contributes half the fellowship amount.
• Helps to define the research problem.

Admission Guidelines

You can apply for PMRF through two entry modes:

• Direct Entry
• Lateral Entry

Let’s understand both in detail.

Direct Entry – Who Can Apply?

You can apply for Direct Entry to PMRF if you meet any one of the following criteria, and this must be within the last 3 years from the date you apply.

(a) You studied at top institutes like IITs, IISc, NITs, IISERs, IIITs (Centrally funded)

You should have:

• Completed or be in the final year of a 4-year or 5-year undergraduate program, OR
• 5-year Integrated M.Tech. or M.Sc., OR
• 2-year M.Sc., OR
• 5-year dual UG+PG degree in science or technology streams.

Also:

• Your CGPA should be 8.0 or more on a 10-point scale.
• If you're doing a dual degree program, then only the UG CGPA (first four years) will be considered.
• You must be already been selected into a PhD program at a PMRF-granting institute.

(b) You studied at other recognized Indian institutions (not listed in 1a)

You should have:

• Completed or be in the final year of a similar course as mentioned above (4/5-year UG, Integrated M.Tech/M.Sc, or 2-year M.Sc).

Also:

• Your CGPA must be 8.0 or more AND
• You should have a GATE score of 650 or above, OR
• UGC/CSIR JRF rank of 100 or better, OR
• NBHM fellowship

Again, you must also have been admitted to a PhD program at a PMRF-granting institute.

(c) You are doing M.Tech/MS at a PMRF institute

You should:

• Have qualified for GATE.
• Be doing (or have completed) M.Tech. or MS by Research at a PMRF granting institute.
• Have completed at least 4 full courses.
• Have a CGPA of 8.0 or more.
• Be selected into a PhD program at the same institute.

Important Notes (Direct Entry):

• If you upgraded from MS/M. Tech to PhD, you cannot apply through Direct Entry.
• Integrated PhD students are not eligible after completing their Master’s part.
• If you delay (defer) your PhD admission, you cannot apply later through Direct Entry.
• If you have a foreign degree, you can still apply under condition (b), if other criteria are met.

You need to submit soft copies of:

• Your grade sheets or transcripts to prove your CGPA
• Your GATE scorecard, if required

Lateral Entry – Who Can Apply?

You can apply for PMRF through Lateral Entry if you meet ALL the following conditions:

Eligibility:

• You are currently doing a PhD at a PMRF-granting institute. This includes regular PhD, direct PhD, or PhD after upgradation from MS/M.Tech/M.Sc.
• You have completed at least 4 full courses (not project, ethics, or research methodology courses) and have a CGPA of 8.5 or above.
• You apply within the time limits below:

Time Limits:

• If you joined a PhD after a Master’s degree, → Apply within 12 months of joining
• If you joined a Direct PhD after a Bachelor’s degree, → Apply within 24 months
• If you upgraded from M.Tech/MS → Apply within 12 months of upgradation OR 24 months of initial admission
• If you upgraded from M.Sc → Apply within 24 months of upgradation. Also, you must complete 4 full PhD-level courses after the upgradation.

Course Clarification:

If you were in a Master’s or Integrated PhD program, the courses completed during that time can be counted towards the 4 required courses.

Note: You can apply at most twice through Lateral Entry.

Fellowship & Research Grant (Pay Matrix)

Once selected, PMRF fellows get a monthly stipend and an annual research grant.

Monthly Fellowship Amount:

• Year 1: Rs. 70,000
• Year 2: Rs. 70,000
• Year 3: Rs. 75,000
• Year 4: Rs. 80,000
• Year 5: Rs. 80,000

This is given to help you fully focus on your research without financial stress.

Research Grant: Rs. 2 Lakhs per Year

Each PMRF scholar receives Rs. 2,00,000 every year to spend on research-related needs. This money can be used for:

• Buying research equipment/software
• Attending national and international conferences
• Publishing papers in top journals
• Filing patents or securing intellectual property rights

Each institute will have its own rules on how this money can be spent.

Fellowship Timing and Rules

Application Cycles:

• PMRF selection happens twice every year:
  • May Cycle
  • December Cycle
• Institutes usually announce calls for nominations around July/August (for May cycle) and January/February (for December cycle).
• The PMRF tenure starts from the PhD admission date at the granting institute.
• The start date of the fellowship is the start of the current semester.

No Double Fellowships:

You cannot receive another fellowship (like CSIR/UGC/DBT) while getting PMRF.

Research Grant Carry Forward:

If you don’t spend the full Rs. 2 lakh grant in a year, you can carry it forward. But:

• You must spend all your grant money before:
  • Your thesis submission, or
  • The end of your PMRF tenure  whichever comes first
• After this, any leftover grant money must be returned.

Special Rule for Submissions After Nov 1, 2022:

If your thesis is submitted on or after November 1, 2022, you can spend your remaining research grant until:

• Your final PhD viva exam, OR
• End of your PMRF tenure

 whichever is earlier.

Extension Period: What If You Still Have Money Left?

If you finish your PMRF but still continue your PhD, you get 6 more months to use your leftover grant, only if:

• You haven’t completed your viva yet
• You're still officially a PhD student

During this time, you can spend the unspent research grant on:

• Conference expenses
• Fees for publishing in high-quality journals (Q1 journals)
• Filing patents or securing IP

If you were on maternity leave, you may get more time equal to your leave duration.

Important: These rules are valid only until 31st December 2028, no matter when your PMRF ended.

Final Fellowship Payment Rules

You will continue to receive the PMRF fellowship and grant only until:

• The date of your final viva exam, or
• The end of your 5-year PMRF tenure

 , whichever is earlier.

No extra or retrospective payments will be made.

Additional Note:

Exit from PhD to MTech/MS: If a student exits the PhD program (except after 3c evaluation), the differential fellowship must be refunded. However, research grant already spent need not be refunded.

PMRF TAship Guidelines 

This guide explains the TAship (Teaching Assistantship) rules for Prime Minister’s Research Fellows (PMRF). Every PMRF scholar must complete this duty as a part of their fellowship program.

What is TAship?

TAship is compulsory for all PMRF scholars. You must teach or help in teaching outside your own PMRF institute. You can do this in any of the following places:

• Industrial Training Institute (ITI)
• Polytechnic Institute
• Engineering or Science Colleges
• Schools
• NPTEL (National Programme on Technology Enhanced Learning)

You cannot do your TAship work at your PMRF-granting institute or any other PMRF institute.

The goal is to share your technical knowledge with students from other institutions across India, especially in STEM fields (Science, Technology, Engineering, and Mathematics).

Offline Teaching Preferred

• You are expected to teach in person (offline).
• Only in special cases, online teaching is allowed but it must include live interaction with students, not just video lectures.

Where Can You Do TAship?

Here are some good options:

• Science for Rural India (SFRI)
• Campus schools or nearby schools
• Your own college (from where you graduated)
• NPTEL – but only if you interact directly with students

TA Work That Will NOT Be Accepted

• Open-house duties
• TA work in foreign universities
• Time spent preparing for a class
• NPTEL videos without student interaction
• Any TA work at any PMRF-granting institute (even if it’s not your own)

Extra TA hours from one review period cannot be carried forward to the next.

How Many Hours Should You Complete?

You need to spend about 1 hour per week teaching. This means:

• 25 hours per semester
• 50 hours per year

a) For First-Time Review

• Your hours are counted from the day you joined PMRF till the date you submit your first review.
• Example: If you started on August 1, 2023 and the review deadline is May 1, 2024, then 9 months = around 36 hours of TA work is expected.

b) For Later Reviews

• You must complete 50 hours per year (or 25 per semester), from the last review submission date to the current one.

Format for TAship Certificate

You need to submit a TAship certificate at the time of review. If you did TA work in more than one place, submit separate forms for each place and combine them into a single PDF.

We confirm the scholar was not paid for this work.

Signature & Seal of the Principal/HoD of the teaching institute

Important Notes

If the certificate has:

• Wrong information
• Forged data
• Any misconduct

Then:

• Your results and fellowship will be put on hold.
• A disciplinary committee will investigate.
• If found guilty, your PMRF will be terminated with retrospective effect.
• The institute may even rusticate you from the program.

TAship & Fellowship Status

TAship is judged separately from your research work.

It will be marked as:

• Completed
• Not Completed

a) First-Time Review

If TA's work is Not Completed:

• Your fellowship will be reduced to JRF/SRF level.
• You will still get your research grant.

b) Future Reviews

If you have not completed the required TA hours (including past deficits):

• Both your fellowship and research grant will stop.
• You will no longer be a PMRF scholar.

If you complete the TA hours (even with past deficits):

• Your fellowship will be restored, but only from the current period (no back pay).

Final Year TAship Completion

You do not need to attend a review after:

• Your PMRF end date, or
• Your PhD Viva

However, to receive your last month’s PMRF fellowship, you must:

• Complete your final TAship duty
• Submit the TAship certificate

A special committee will verify and approve your final TAship work.

Annual Progress Review

All PMRF scholars must go through a yearly review. There are two cycles:

• May
• December

1. Maintain Your Webpage

You must have a personal webpage showing your research work. Keep it updated at all times.

2. Review Timeline

• Direct Entry Fellows: Reviewed within 18 months of joining
• Lateral Entry Fellows: Reviewed within 12 months of joining

Reviews continue once a year after that.

3. Coursework for Direct Entry

Before your first review, you must:

• Complete 4 full-semester courses
• Have a CGPA of 8.5 or higher
  (Seminar, Self-Study, or Research Methodology courses don’t count)

If not met, you’ll get a “Needs Improvement” tag, but fellowship will continue.

4. What You Must Upload Before Review

• Updated CV
• Research Progress Report
• Teaching Report
• Link to your website
• Presentation File

5. Review Format

The review is online. You’ll:

• Give a presentation
• Answer questions from a National Panel
• Get written comments on your portal

6. Review Outcomes

You will be given one of these:

1. Recommended with commendation
2. Satisfactory – continue or restore fellowship
3. Needs improvement, with the following sub-options:
   • 3A: Minor improvement needed  fellowship continues
   • 3B: Some improvement but not enough  fellowship reduced to JRF/SRF
   • 3C: No improvement  fellowship terminated

TA Work is Mandatory

Even if your research progress is good, your TAship must be complete for you to get full fellowship.

As of May 2024, the following rules apply:

• TA work and research are judged separately
• TA work must be marked as Completed or Not Completed
• Even if your research is great, if your TA work is Not Completed, your fellowship will be:
  • Reduced for first-time review
  • Stopped for later reviews

Leave Rules

Maternity Leave

If you’re a female PMRF with less than two children:

• You can take up to 180 days of maternity leave.
• You’ll continue to get your fellowship during this period.
• You cannot use the research grant during the leave.
• Your PMRF duration will extend, but fellowship won’t be paid during the extension.
• You’ll attend the next review round (your review will be postponed).
• You don’t need to do TA work during maternity leave, but must complete it after your return.

Medical Leave

• You can take up to 1 month of paid medical leave.
• Extra time needed beyond that will be Loss of Pay (LoP).
• You can still use your research grant during LoP.
• Your PMRF period may be extended if approved.
• You must upload a doctor’s note when applying for medical leave.

Academic Leave

PMRF is a full-time program. But if you take up internships or other academic fellowships:

• You won’t get a PMRF fellowship if you are being paid elsewhere.
• No extension of PMRF time.
• You must attend all reviews and do your TA work as usual.
• You can still use your research grant.
