Punjab Cabinet Approves Policy to Establish Private Digital Universities

A bigger initiative is now approved by the Punjab Cabinet, chaired by Bhagwant Mann. Now, as the landmark initiative is approved, it allows all the establishments of private digital open universities in the entire state. This is now a fact that Punjab is India’s first state to introduce a comprehensive regulatory framework for fully digital universities.

This new Punjab Private Digital Open Universities Policy, 2026, is now focused on regulating, promoting and standardising institutions offering online and open distance learning (ODL) programmes. 

Key Features of the Punjab Private Digital Open Universities Policy, 2026

The main objective of this policy implementation is to uplift the state of Punjab and offer better employment and higher education opportunities for students in Punjab:

Under the policy:

• Private institutions will be permitted to establish fully digital universities
• Students will be able to complete entire degree programmes online, using mobile phones or laptops
• Degrees awarded will be legally valid and compliant with AICTE and UGC norms
• The framework aligns with UGC Regulations, 2020, while introducing additional state-level standards

Infrastructure and Financial Requirements for Digital Universities

All the digital universities are required to follow strict conditions, in order to bring credibility and seriousness among the applying students:

• A minimum of 2.5 acres of land
• Digital content creation studios and control rooms
• IT server rooms and operations centres
• A robust Learning Management System (LMS)
• Digital examination control rooms
• Tech-enabled call centres and 24×7 student support systems
• A minimum corpus fund of ₹20 crore
• Advanced digital infrastructure and data governance systems
