The University Grants Commission has gone ahead and shaken up the rulebook for deemed-to-be universities, and not in a small way. The latest amendments quietly expand who can apply, loosen a few bureaucratic knots, and, honestly, introduce a fresh set of questions that nobody’s answering clearly yet.
The new regulations now allow constituent and autonomous colleges under state universities to apply for deemed university status. Sounds simple. It’s not.
Here’s the catch:
That last part is where things get awkward. Because let’s be real, why would a state willingly let go of its best-performing colleges? Officials are already hinting at friction. One blunt takeaway floating around: good colleges are assets, and states don’t like giving away assets.

Now here’s a clause that looks harmless but carries weight. Institutions backed by the government, but wanting flexibility, must prove they can generate at least half their revenue on their own.
Translation? No more coasting entirely on government funding while enjoying autonomy perks. There’s also a new term casually dropped into the rules: “philanthropic organisation.”
Existing deemed universities, currently around 155 across India, have one year to align with these new rules and report back.
