 As per the official data, there has been a rise of about 200 caste-based discrimination cases from  2019 to 2024. So, the University Grants Commission has issued new guidelines that will be aiming for promoting equity in Higher Education Institutions all over the country. Moreover, these guidelines are a straight response to caste-based discrimination, which has increased over 118.4% in the past five years. Now, the UGC is going to put stricter rules and norms to make sure safety for the students.

 

UGC Guidelines for Equality: Major Key Highlights

The major provisions given in the UGC guidelines for equity in Higher Education Institutions include:

  • Mandatory Inclusion of OBCs: The rule on caste-based discrimination will cover the Other Backward Classes (OBCs).
  • 24/7 Support Mechanisms: Institutions should go for a 24-hour helpline for students so that they can report any problem. 
  • Equity Committees:
    Every HEI must establish an Equal Opportunity Centre (EOC) and an Equity Committee comprising representatives from SC, ST, OBC communities, women, and persons with disabilities.
