Rajiv Gandhi University is a higher institution of learning that started in 2005, and it is focused on distance and online learning. The university targets students who are not in a position to study in a traditional classroom, especially students in rural and remote regions of Arunachal Pradesh and the North-Eastern region in general. It has undergraduate and certificate programs in a number of subjects such as Economics, History, Education, and Political Science. 

The Distance Education Council (DEC) has been collaborating with the university and assists in making sure that the quality of courses and materials is high. The university is also increasing its technological application to make accessibility of learning even more accessible by establishing a computer center and a website to assist students more thoroughly. 

The courses provided by the Institute of Distance Education (IDE) of the Rajiv Gandhi University are accepted and accredited by the Distance Education Council (DEC) in New Delhi. The DEC has a team of experts who have been visiting the university facilities, course materials, and systems of supporting students to ensure quality in 2005. IDE is currently shifting to the application of more technology in its instructional methods, and it is planning the establishment of a computer center and a website to enhance online learning.
