Hello Rishi, First of all, there is a correction in your question. As per my knowledge and research, the question is, Are UGC approval and UGC-DEB approval the same? Because there is DRB, there is nothing in this field; it's a DEB, Distance Education Bureau.
Secondly, UGC, the University of Grants Commission, authorizes higher education institutions/ universities to offer distance or online programs. In contrast, DEB, the Distance Education Bureau, authorizes the status of the universities on the UGC portal. Also, DEB assures compliance with ethics and regulations to ensure the quality of education offered at the university. Therefore, the DEB is a UGC corpse governing online or ODL courses.
Henceforth, this states that, yes, the UGC approval and UGC-DEB approval are the same. You can view at https://deb.ugc.ac.in/ and https://deb.ugc.ac.in/FAQ

UGC gives permission to offer higher education, while DEB (not DRB) checks and approves online or distance courses. DEB works under UGC to ensure that quality and rules are followed.

Well, both UGC and UGC-DEB approvals can be considered the same in case you are talking about the online and distance education programs. UGC approvals are considered for a traditional degree from a college or university, but UGC-DEB approvals are verified in case you are up for an online degree or a distance learning course. So, both are important while looking for the credibility of the programs, but cannot be considered the same.
