This state university came into existence in the year 2019, through the State Legislature Act and became Punjab’s first open University. This step was taken to create new vistas for quality education and job seekers through the existence of its 110 Learner support center. This University believes in offering quality education to all sections and groups of people without any discrimination. Today they have reached out to offer education to learners in jail or rural areas, or in remote areas, or belong to PwD, SC, or ST groups. The New Education Policy that is implemented by the government has been implemented in the university by aiming at a learner-centered approach. 

They promote to bring the best outcome by using online and other digital resources in teaching & learning at the university. The University offers various undergraduate, postgraduate, and other skill-based courses to the students in distance mode. They aim to cater to students with high-quality and top-notch education to the students, that is innovative, accessible to all, and encourages people to pursue higher education. The University is approved by University Grants Commission (UGC), and also by the Government of Punjab. Currently, this University has established 110+ learner support centers that offer many ODL programs to the students. 

Around 10000+ students have enrolled in the first session with the University.  It is the nodal agency that has been nominated by the government of Punjab to guide various affiliated and govt. Colleges of Punjab, for NAAC (National Assessment & Accreditation Council). It has signed Mou(Memorandum of Understanding) with Dr. Babasaheb Ambedkar Open University, Gujarat (BAOU), Commonwealth Educational Media Centre for Asia (CEMCA), Indian Development Foundation (IDF), Tata Institute of Social Sciences (TISS),  Indian Accounting Association (IAA),  Deaf Cricket Federation (DCF),  Institute of Cost Accountants of India (ICAI), Centre for Cultural Resources and Training (CCRT), Guru Nanak Institute of Global Studies, and TAXO Academy, Gurugram. 

Through its esteemed departments and schools like the School of Sciences and Emerging Technologies, School of Business Management and Commerce, School of Social Sciences and Liberal Arts, School of Religious Studies, School of Languages, and School of Education and Vocation, they are offering many courses to the students.
